Required Documents
Investments are registered at the Agency’s One Stop Shop or through the investor’s digital platform. The investor or his representative must bring the following documents:
For the implementation phase
Creation
- An application for investment registration, drawn up according to the model defined by the regulations in force.
- The list of goods and services directly involved into the investment realization, drawn up according to the model defined by the regulations in force.
- The investor's identity document or his representative’s power of attorney.
- A business plan for structuring investments
Extension and/or rehabilitation
- An application for investment registration, drawn up according to the model defined by the regulations in force.
- The list of goods and services directly involved into the investment realization, drawn up according to the model defined by the regulations in force,
- The investor's identity document or his representative’s power of attorney,
- Copies of the extract from the trade register,
- Tax Identification Number (TIN),
- The tax balance sheet for the last fiscal year ended.
Relocation of activity from abroad
- An application for investment registration, drawn up according to the model defined by the regulations in force.
- The list of goods and services directly involved into the investment realization, drawn up according to the model defined by the regulations in force,
- a copy of the company’s statutes governed by foreign law which is the relocation’s object and of that of Algerian law created for that purpose;
- a technical sheet of the investment to be relocated;
- the assessment report of the shares auditor nominated by the territorially competent court, having been established at least six (6) months before the application date for registration;
- a renovation certificate issued by an inspection and control body accredited in accordance with the regulations in force;
For the operation phase
- The application for starting operation report drawn up according to the model defined by the regulations in force.
- The goods and services acquisitions state, mentioning the following information;
- The invoices dates and numbers,
- The customs declarations dates and number, in case of importation,
- The authorizations references for acquisition free of value added tax (VAT);
- Acquisitions in all taxes included or excluding taxes, appearing on the list of goods and services benefiting or not benefiting from tax advantages.
- Authorizations and/or approvals for investments relating to regulated activities,
- The document justifying the number of created jobs,
- A copy of the balance sheet for the last financial year closed for extension or rehabilitation investments.
Modification
- The modification application drawn up according to the model defined by the regulations in force, submitted before the completion deadline expiry.
- The modification application of the registration certificate is accompanied by the supporting documents relating to the changes.
Time limits extension
The investment implementation deadlines, set out in the registration certificate, may be subject of two extension time limits: . This period shall exceptionally be extended by an additional twelve (12) months where this progress rate exceeds fifty 50%.
- A first extension by twelve (12) months if the investment’s achievement exceeds a progress rate of twenty 20% of the investment amount specified in the registration certificate.
- This period shall exceptionally be extended by an additional twelve (12) months where this progress rate exceeds fifty 50%.
- The implementation deadline extension application shall be presented by the investor at the earliest three (3) months before the expiry of the implementation deadline and at the latest three (3) months after the expiry of that deadline.
- In case of a deadline extension, the three (3) months after the expiry of the deadline for implementation shall be included in the count of the twelve (12) months extension deadline.
- After expiry of the implementation period deadlines and submission of the application for the deadlines extension, the procedure for establishing the certified report of starting operation must be initiated by the investor or, failing that, the Agency will cancel the advantages consumed.
